  Educators understand that students who are economically disadvantaged come to school with some special needs. The schools with a high incidence of these students may score lower than other schools. Research has identified some strategies that meet the academic needs of these students and assist in raising the scores on assessments. The authors discuss increasing academic rigor for English Language Learners (ELLs) by addressing higher-level thinking skills at every level of language acquisition through the use of a matrix which enables teachers to provide more challenging instruction to Ells, which then leads to increased learning. There are four phases of change that are addressed in the article which focus on how school leaders can ensure that all learners can benefit from a new instructional initiative.

The federal government has invested billions of dollars to improve student academic performance, and many schools, teachers, and researchers are trying to determine the most effective instructional practices with which to accomplish this. The Conference Report for the Consolidated Appropriations Act for Fiscal Year 2008 directed GAO to study strategies used to prepare students to meet state academic achievement standards. GAO analyzed data from a 2006-2007 national survey of principals and 2005-2006 survey of teachers in three states, conducted a literature review of the impact of standards-based accountability systems on instructional practices and of practices that are effective in improving student achievement, and interviewed experts.

This paper provides an overview of The Urban Institute's Program on Neighborhoods and Youth Development, which is dedicated to understanding the relationships between neighborhood-level factors and the well-being and development of children and youth and identifying and evaluating place-based, community-wide strategies to help children grow up to reach their full potential as adults.
